‘It will be insane to tell investors not to come to Johor’ - New Straits Times - 22 March 2015





PROGRESS: Johor ruler Sultan Ibrahim Sultan Iskandar has been keeping a strict diet ahead of his coronation tomorrow. On certain days, his diet is made up of just fruits. He has shed some 20kg since January.

As we walked into the newly refurbished renovated Istana Bukit Serene for a rare interview with him ahead of his big day, we could not help but notice a brand new hot pink Rolls-Royce Phantom parked in the driveway. The NSTP team was then ushered inside this grand, 78-year-old Art Deco palace with a green roof and limestone walls, topped with a 35m etre tower. The sultan, who was busy with the final fitting for the coronation costume with his tailor, Datuk Jack M.K. Lee, later emerged. After an hour-long interview with A Jalil Hamid and Jassmine Shadiqe, during which he addressed many controversial issues, ranging from his businesses to reclamation projects and the influx of top developers from China, the sultan then invited us for a sumptuous lunch. He indulged in a big plate of beef steak that day. But his mind was preoccupied with his son, Tunku Laksamana Johor Tunku Abdul Jalil, who had to be hospitalised. He then drove off alone in the Phantom to the hospital, with his security detail trailing behind.


ON HIS BUSINESSES, FOREST CITY AND TANJUNG PUTERI PROJECTS

Question: How do you respond to those who talk about Tuanku’s involvement in business while being a ruler of a state?


Answer: Is it wrong if I buy shares? What is wrong with buying shares? There is nothing wrong with me buying shares. I just buy shares but I do not sit on any the board of directors. For example, at REDtone International Bhd, I am not on the board of the directors.

(The Johor sultan is the single-largest individual shareholder in REDtone following a spate of open-market purchases, coupled with the conversion of his warrants and convertible loan stocks into ordinary shares. The recent activities have boosted his holdings in the company to 20 per cent from 4.8 per cent previously).

During In good times, if I think I can make money, I sell the shares. To me, there is nothing wrong with in me buying shares.

I bought Berjaya Times Square Sdn Bhd for a reason, basically, for its high-dividend returns. The returns are higher compared with commercial banks. I am a strategic investor. There is nothing controversial about this. Those who are bickering about this... it’s actually a case of sour grapes.

I am not a typical businessman. I am more of a strategic investor. I learn about the trade and I invest on the advice of my bankers. The bank is the custodian of my money. The bank makes sure that my money makes money. If the investment is bad, they will advise me not to do it.

When I see potential, I grab the opportunity. I do not bid for projects, like hydroelectric power, construction of airports, roads or similar facilities, because that will be interfering with others.

Forest City, which will be built in southwest of Johor, was my idea. I brought the Forest City investors in. The developers took into consideration my ideas. The investors visited the proposed site and established that it was strategically located. They have confidence in the government and me, and they are also comfortable here in Johor, which is peaceful, united and strategically located.

So what is wrong if developers from China want to invest in Johor? We have all the stability investors are looking for. We have an open-door policy; every reliable investor is welcome to invest in Johor. It will be insane to tell investors not to come to Johor.

The spill over effect will benefit the people. Forest City will create over 250,000 jobs opportunities for Johoreans. Via this investment, I am creating opportunities for retailers and upgrading our transportation system, among others.

The government, too, will benefit. They will receive fees in the form of annual assessments and quit rent, among others. The people should grab these opportunities. If they don’t, others will.

Question: Is the potential spin-off from Forest City huge?
Answer: It will be very huge. For those who are still unaware, my advice to them is to undergo a proper briefing and get have a better understanding.

Question: In other words, you are not actually a businessman, but an investor?
Answer: I am not like any ordinary businessman. I don’t go to an office or conduct day-to-day operations. I don’t attend meetings or conduct annual general meetings. I buy shares, I sell shares. I study about shares. I grab the good ones that have potential. For example, the Princess Cove project in Tanjung Puteri. Some people wanted the land for free to be injected to some major public listed companies. There were two people who wanted the land. I won’t name names. An independent evaluation was done on Tanjung Puteri and a price was offered based on the market value. I paid the government… above its market value (for the land). I rounded up the figure offered and made the government an offer that they could not resist. Only after securing Tanjung Puteri via a transparent dealing did I enter into a joint venture. I did not take the land free of charge. I paid extra for the land because I want the state government to make money, which will be channelled back to the people. That’s why I paid them extra.

Question: How much did the government want to sell it for?

Answer: If you look at the evaluation those days, it was not much. About RM100 million.

Question: Tuanku basically paid double for it?

Answer: Maybe? (smiling). Yes, I did.

Question: Eyebrows were raised when you sold Tanjung Puteri to China developer Guangzhou R&F. There were claims that you made RM4.5 billion.
Answer: Let me explain how this figure came about. I have a 30 per cent share with the joint-venture company. I foresee a RM100 billion gross development value (GDV). Under the normal industrial norms, you will make at least, even in the worst scenario, between 20 and 25 per cent in profits. So, I did basic arithmetic. What is 30 per cent of 20? That is six billion. That is the profit at the end of the day in 10 years by looking at the GDV. But, do I want to wait 10 years? Would I know when the market will weaken? I would not know. What happens if the joint-venture company starts to adjust figures? At the end of the day, profits can be adjusted.

I am not willing to take that risk. I asked for my profits in advance and in return, I offered them a RM1.5 billion discount. That is how RM4.5 billion came up. I did not sell but I took profit in advance. Get that?

Then, everybody thought: “Wow, this is the benchmark in Johor.” They were wrong. You cannot put a value of RM900 per sq feet.

Now, is there anything wrong with what I did? No! I didn’t lobby anybody. It was a transparent deal that will see Johor progress in the future.

Question: The one thing that people are unaware of is that you have given money back to the government, which was spent on development. Is that true?

Answer: Yes! What I have given to the government is RM845 million. Nobody talks about that. The cost of the land and the premium all went to the government. Why do you think my government is now enjoying a surplus (budget) today?

I have also been approached by China’s e-commerce giant Alibaba Group. They want to bring Alibaba to Johor. Johor will be the main distributor for Alibaba in the Asia Pacific region.

The company plans to bring branded apparel and accessories to Johor. They have the strength to do so.

Question: What will happen to Johor Premium Outlets (JPO)?

Answer: We are not bringing in something like JPO. We will be a technology hub. So, the technology hub only “handles”, without having retailers like JPO. All are premium items. They will set up their centres. I do not know how they operate. But we have heard about Alibaba. Some say they are better than Amazon.com.

Get it right. The way I do business is not like what people say: “He (sultan) is a businessman, conducting business.” No, I don’t.

Question: Why do we need to reclaim land to develop Forest City when there is a lot of land in Johor?
Answer: It’s easier. We reclaim land to develop. On shore, you have (to have) acquisitions. A brand new piece of land is easier to plan, even for better road distribution. Where can I find an existing piece of land here in Johor of that size which is surrounded by with water? So that’s why I plan. When I saw the place, I decided, here is the best place.

Question: What about marine life and environmental issues?

Answer: A lot of people are so jealous. They politicised Forest City because they are jealous. It’s a case of sour grapes. Forest City is a catalyst for to the state’s development and not a controversial one. Many people just want to make things difficult for us.

For instance, other developers are required to set up only one siltation control curtain (to reduce sediment run-off), but we were told to put up three layers of silt curtains. We abide by the rules. It doesn’t matter, even though it cost us three times more.

Question: One of the reservations came from Singapore. They said it narrowed the straits and restricted water flow, hardly without realising that they have been doing this way before us.

Answer: Singapore’s Tuas reclamation has breached into Johor’s port limit by so many metres… accidently. But we are a friendly state. If you say narrowing the straits, look at Tekong (Pulau Tekong, how narrow it is. I am not comparing Singapore with us, or what they can do and what we can’t do. We have our own plans and they have their own plans. I am sure Singapore followed all the rules. They are very strict on environment-related matters. They are checking on us, on what we are doing. It’s good that they check on us.

Question: Speaking of Singapore, is it true that Tuanku wanted to get rid of the Johor Causeway and build a bridge instead?

Answer: At the last meeting in Kuala Lumpur, what I heard was that the first bridge was nostalgic to former Singaporean prime minister Goh Chok Tong. I don’t know what Singapore’s plans are. But one day, I hope Singapore will agree with us, even if we need to remove part of the causeway for the flow of water and for the good of the environment. Yes, I would like that. Of course, a bridge is ideal. Besides that, we can build the most beautiful bridge. Let it be a landmark and we can call it the Friendship Bridge. Let the bridge show how friendly we are with our neighbours.

Question: Tuanku, you have said that a lot of things can be settled over a cup of tea with the Singaporean Prime Minister Lee Hsien Loong, since you have a very good relationship with your neighbour. So, has this Friendship Bridge been discussed?

Answer: When it involves two countries, it must go through the Prime Minister’s Office, Wisma Putra and the also with their Singaporean counterparts. But any discussions between Johor and Singapore, for just the two of us to agree upon, then it can be decided over a cup of tea. Come to my house, have tea, as long as it is a win-win situation, we can discuss and agree on anything.

I know that there will be a need for a Third Link. I agree. But we need to know where. We need to plan where. It must be beneficial both to Singapore and Johor.

Question: Where will the Third Link be most likely located?

Answer: I think most likely it will be somewhere in Changi (Singapore) (chuckles). I don’t know. It is between the two prime ministers (Datuk Seri Najib Razak and Lee Hsien Loong). I don’t know and I don’t ask. I am sure if there is a need, the government will bring the matter up.

Question: Apart from the “Friendship Bridge” and the Third Link, how about the KL-Singapore High Speed Rail (HSR) project? It will have to pass through Johor. Do you support this project?
Answer: Well, it is in the planning stage. I know where the route is. I know where it’s going to be, but let the government announce it. Yes, it passes through Johor, they sought an audience with me.

Question: Who are the “they”?

Answer: The Land Public Transport Commission (SPAD) chairman Tan Sri Syed Hamid Albar. He didn’t seek my permission, it was a courtesy call. He asked for an audience to explain about the project and the route of the track in Johor that the rail will pass through. My advice to him was very simple. Reduce the (land acquisition. Don’t trouble the villagers too much. Don’t cause too much interruption to the lives of the people in the vicinity. The high-speed rail will be on the west coast of Johor.

ON SOARING PROPERTY PRICES

Question: Tuanku, can you share your views on the people’s concern that they may not be able to afford houses in JB in the future given the rapid development in the city?

Answer: It is in the government’s plan to make affordable houses available to those from the lower-income group. Not every Johorean cannot afford to buy a house. There are some who bought really big ones, extremely big ones.

But here we are talking about those from the lower-income group. The government must provide them with houses that they can afford. But would you build a low-cost house on in the most prime land in the state?

One would not expect the government to build “warongs” (make-shift stalls) in Beverly Hills, now? No, you won’t.

Question: So the people should not have unwarranted fears, as there will be houses for all income groups?

Answer: Yes, there should not be unwarranted fears or concerns. With future developments in Johor, it will be the people who will benefit. Now, you only see hypermarkets in Johor, but with the current and future developments, I am sure many stores, facilities and high-end outlets will set up their businesses in Johor. Developers in Johor want to bring in the Ritz Carlton, the Grand Hyatt, among others, to Johor. They want to bring in branded goods, such as Chanel, Hermes, Gucci and all to Johor. Who will benefit from all these, if not the people? Once you have a population of locals and foreigners, why should they go to Singapore, buy one handbag and come back to Johor, when they can buy it all here? Now, who benefits? Who gets the jobs? Johoreans.

So don’t have negative perceptions of the developments in Johor. Don’t think that if Johor develops, there will no longer be affordable houses. Don’t assume that Johor Baru will be turned into the biggest Chinatown in the world. The so-called comment by the Malay Chamber of Commerce Malaysia president Datuk Syed Ali Alattas… please ask him, did he sue the government for RM28 million? He wanted two acres of land in front of Lido beach for the Johor Malay Chamber of Commerce. It was Iskandar Waterfront Holding that paid the over RM20 million in compensation.

(Syed Ali was reportedly said saying he was is brave enough to say that there was not one shop in the centre of Johor Baru that is owned by a Malay.)

Question: There are some quarters, like Syed Ali, who are worried that the Malays will be left out, especially in Johor Baru, with the rapid development.
Answer: How many per cent of Malays are there now in Johor Baru? Do your research. There is the Urban Development Authority (UDA), developers Pelangi Sdn Bhd, among others, which are still in the city centre. They did not leave or move. They are further building up. Since August last year, more Malays have been buying properties but there are also many Malays selling their properties to make a good profit.

When did the standard of living in Kuala Lumpur rise? It’s an inevitable process. There must be balance. It has nothing to do with me.

Question: In a way, Greenland Danga Bay, Country Garden Danga Bay and R&F Tanjung Puteri are the catalysts for Johor’s development. Otherwise, Johor would remain a sleepy town.
Answer: Yes, catalyst. Do you want Johor to have the reputation of being the backyard of Singapore? We don’t want that reputation. You look at Hong Kong. What was Shenzhen then? A farming town. And look at it today. Via development, Shenzhen is what it is today.

ON THE JOHOR PROPERTY

BOARD ISSUE

Question: Talking about housing in Johor, what are the issues related relating to the Johor Housing and Real Property Enactment Board Bill 2014?


Answer: Why did it become an issue? Because those outside of Johor want it to become an issue. It was not an issue among Johoreans. What has it to do with Minister in the Prime Minister’s Department Datuk Seri Shahidan Kassim? Why does he want to comment on this issue?

(Shahidan had said the ruler should stay out of the state’s executive powers. He had reportedly said that was reported saying Putrajaya would not tolerate matters which breached the Federal Constitution, as Malaysia practises constitutional monarchy and not absolute monarchy.)

This enactment was established for me to take care of the people’s interest. With the enactment, I can call, I can check anytime. The same goes to with Johor Corporation (JCorp) and Yayasan Pelajaran Johor (YPJ). Both have enactments. Look at what happened to Kumpulan Prasarana Rakyat Johor (KPRJ), which comes under the Companies Act 1965 (revised 1973).

My role is to check and balance. The names of the housing board members will be chosen by the menteri besar and granted an audience with me, just as an introductionto introduce them to me. Apalah yang hendak dibisingkan? (What is all the ruckus about). Even the newspapers made a big deal about it. You all should be writing about the benefits instead.

Question: Is the bill going back to the state assembly?

Answer: You want to know the truth? I have not signed it and I will not sign.

What do we fear? Why must there be fear, or even pressure by non-Johoreans who are being nosy about Johor’s business? What do you think about this? Does this enactment concern you? I put this question to you. If it’s good, then it should be good. I can ask for an audit at any time I want. I can dismiss three officers appointed by me or the menteri besar. If we see that he is not suitable for the job, we can let go off him. That’s all. I do not want to sign the enactment. Ask all the non-governmental organisations NGOs in Johor, do they want me to sign it or not? None of them want me to sign it and I represent my people.

ON HIS CORONATION

Question: Tomorrow, Malaysians will witness your coronation. What is the legacy that you want to leave as the Sultan of Johor?


Answer: I want change in Johor. We are living in a new millennium. We have to change. Johor has to progress to be even better. And change. I want a lot of changes, including the people’s mindset. There is a need to change the attitude and mindset.

For example, I spent lots of money to build the crown arch in front of Istana Bukit Serene as a gift to the people, a landmark for Johor.

But every morning, we need to sweep the area. There is rubbish strewn all over — straws, plastic containers, including leftover food. Please change this attitude of throwing rubbish everywhere. I have always reminded the people that the government’s role is not to pick up your rubbish. Enough warnings have has been given to them to change this attitude. There are enforcement officers. They should take action against those who throw rubbish indiscriminately. These people don’t seem to care for the environment either.

ON HIS TIES WITH THE MB

Question: For changes to be implemented there should be close cooperation with the menteri besar. How would Tuanku describe your relationship with Datuk Seri Mohamed Khaled Nordin?


Answer: We have a very good relationship. At times, I share my ideas and views with him, and vice-versa. At times, he likes them, and at times, he gives his views. I have a good rapport with Datuk Seri Khaled. He knows how to talk to me. He was based in Kuala Lumpur when he was higher education minister. When he returned to Johor, he did not know Johor as well as I do. What does he know about Sungai Endau? He does not know the nooks and crannies in of Johor as I do. I am the one who knows. Sometimes, when he wants to do something, I will ask him: “Datuk Seri, do you know the background?” Most of the time, he doesn’t know, and I would share it with him.

When I was the Regent when Almarhum Sultan Iskandar Sultan Ismail was the Yang di-Pertuan Agong, and I was the Tunku Mahkota, I did my rounds. I did more checks and rounds in every nook and cranny of Johor, more than any politicians did. I know Johor very well, like the back of my hand.

My Kembara Mahkota Johor, for the past 14 years, reached out to the people in the rural areas, in really deep areas. That’s why I know and understand the people’s sentiments.

Sometimes, when he (Khaled) doesn’t remember or gets ill advice from others, I will tell him: “Datuk Seri, you better rethink what you want to do.”

But I have never stopped him or told him what to do. We advise each another on what is best for Johor and its people. Although I have given Khaled the thumbs up, he has is yet to reach A+-plus.... it is a learning process. (laughs)

Question: Tuanku, will you make any announcement during your investiture ceremony at Istana Besar on March 30, which will see some changes?
Answer: What did you hear? (laughs). From now on, March 23 will be a public holiday in conjunction with the Sultan’s birthday, (it will) no longer be November 22.

The reason , as you know, (is because November is during the monsoon season, hence, most programmes preparations are usually cancelled due to the weather. So from now on, March 23 will be a public holiday replacing Nov 22. On Nov 22, there will be a tahlil ceremony only.

Question: So what happens if one day, you become the Yang di-Pertuan Agong?

Answer: What makes you think I want to be the Agong?

Question: By rotation?

Answer: When the time comes, then you will know if I want or don’t want to be the Agong. I don’t dream to be the king. If it’s possible, I don’t want to be one.

What is of utmost importance to me are my subjects. If they need my help, I can be at their service. I belong to Johor and my subjects. I like staying here in Johor.

Question: How does Tuanku view the role of the monarchy in this modern era?
Answer: In our country, every ruler has his own traditions, ways and styles. We must respect their respective traditions and customs. I respect all the Malay rulers’ traditions, customs and their ways. In their respective state, they have the power, so who are we to pass comments? We respect them, accept them and don’t question them.

Question: Tuanku, how many datukships are expected to be awarded during your investiture ceremony on March 30?

Answer: One, or maybe two. I am stingy with my datukships (laughs). Merit counts. When you deserve to get something, you get it. Those who made a few donations, built a bus stand, nope, that would not grant you a datukship.

The first to who will receive datukships are state government officers. Those who are qualified and deserving. For businessmen, let’s see what they have done for the people.

If it benefits the people, then maybe, but most of them already have datukships, why give some more?

JOHOR BARU: With less than twenty hours, to the most awaited coronation ceremony of the Sultan of Johor Sultan Ibrahim Sultan Iskandar and his consort Raja Zarith Sofiah Sultan Idris Shah, the ruler admits that he is nervous and has butterflies in his stomach.

In an exclusive interview with Media Prima Group earlier today at Istana Bukit Serene, Sultan Ibrahim said he may not have a good sleep tonight, as there are so many things playing in his mind.

“I am a perfectionist…I want everything to be perfect and precise. I think that is what is in my mind. My worries are if I had missed out anything,” Sultan Ibrahim said.

As for the big day tomorrow, the royal family will be awake in the wee hours of the morning to get ready for the ceremony.

“I think Raja Zarith will be up the earliest. Maybe by 4am, Raja Zarith will start her preparations, followed by my six children. By 8am all of us will be suited up with our respective uniforms and be ready for a family picture.

“We will be leaving from here (Istana Bukit Serene) for Istana Besar,” said the fifth Sultan of Modern Johor.

Sultan Ibrahim admits that even at the eleventh hour, there are still things that he needs to double check.

“I personally went to the kitchen to check on the food preparation. The dishes to be served during the banquet dinner must be prefect. The meat must be tender, there must be sufficient seasoning….everything must be precise and perfect. There is no room for mistakes,” he said.

On protocol for the coronation, Sultan Ibrahim said the protocol community must ensure the timing of their departure and arrival must be on the dot.

“I will be leaving Istana Bukit Serene at 9.20am tomorrow and should arrive, Insyallah, at Istana Besar by 9.30am sharp,” the ruler added.

After being crowned with the Mahkota Kerajaan and diadem respectively, Sultan Ibrahim and Raja Zarith Sofiah will take a tour around the state’s capital city on a motorcade.

His children, including Tunku Mahkota Johor’s consort will also be part of the motorcade.

Sultan Ibrahim decreed to his subjects “Take this opportunity. Come and witness the motorcade. This may be a chance of a lifetime. This is Johor’s culture and tradition. We do not know when the next coronation ceremony will be held. Let us all be together for this historical day (March 23).

Sultan Ibrahim also decreed for his subjects to say a prayer to ensure that the coronation ceremony will go as planned, and receives Allah’s blessings.

MUKADIMAH: Istiadat Kemahkotaan Sultan Johor, Sultan Ibrahim Sultan Iskandar yang bakal berlangsung pada Isnin ini adalah upacara istimewa yang akan mewarnai sejarah negeri Permata Selatan ini.

Era Johor Moden di bawah pemerintahan Dinasti Temenggong menyaksikan negeri ini bukan sahaja tidak pernah dijajah pada zaman kolonial, malah diiktiraf oleh Britain sebagai  rakan perdagangan penting. Untuk itu dalam wawancara bersama menteri besar, Datuk Seri Mohamed Khaled Nordin selaku wakil kepada kerajaan negeri dan rakyat Johor menceritakan sendiri bagaimana pentingnya Istiadat Kemahkotaan Sultan Johor yang kelima ini dan hubungannya dengan pihak istana.


MINGGUAN: Bagaimana pandangan Datuk Seri tentang istiadat kemahkotaan yang bakal berlangsung Isnin ini?

MOHAMED KHALED: Alhamdulillah, saya percaya seluruh rakyat Johor berasa bertuah kerana selepas 55 tahun, kita berpeluang menyaksikan detik bersejarah Istiadat Kemahkotaan yang jarang sekali berlangsung. Istiadat Kemahkotaan bukanlah sekadar satu istiadat budaya semata-mata, ia harus dilihat dari konteks yang lebih besar.

Terdapat sekurang-kurang tiga keistimewaan istiadat ini.

Pertama; ini adalah suatu penzahiran hubungan rapat rakyat dan institusi kesultanan. Sekali gus selari dengan ungkapan, “Raja dan rakyat berpisah tiada,” yang lazim kita dengar selama ini.

Kedua; kemeriahan sambutan dan penyertaan rakyat dalam istiadat ini adalah lambang kasih sayang dan rasa hormat seluruh warga Johor kepada institusi istana.

Ketiga; istiadat kemahkotaan ini merupakan satu kelangsungan dan warisan takhta Kesultanan Johor yang turut menggambarkan sejarah panjang kesultanan negeri Johor. Malah, jika saya boleh berkongsi sedikit, sejak beberapa bulan lepas, pelbagai lapisan rakyat di segenap pelosok Johor telah bersama-sama dengan pihak berkuasa tempatan melakukan persiapan. Ada yang menggantung bendera Johor di rumah masing-masing. Para peniaga pula giat menghias premis perniagaan dengan pelbagai ucapan menjunjung kasih kepada DYMM Sultan Ibrahim. Malah anak-anak kecil Johor ligat dengan pelbagai keterujaan yang penuh berwarna-warni menunggu acara besar ini.

Setiap warga Johor punya cara sendiri dalam bersama-sama menyambut kedatangan hari bersejarah tersebut. Jadi, saya melihat istiadat kemahkotaan ini sebagai satu upacara penting yang mengukuhkan kedaulatan Kesultanan Johor serta hubungan baik istana dengan rakyat.

Datuk Seri mempunyai hubungan yang unik dengan Sultan Ibrahim kerana pernah bersekolah bersama-sama baginda sewaktu remaja. Bagaimana hubungan ini diterjemahkan dalam usaha memajukan ekonomi Johor?

MOHAMED KHALED: Di mana-mana negeri sekalipun, hubungan baik antara sultan dengan menteri besar adalah penting. Hubungan yang baik begini membolehkan segala dasar kerajaan dapat dilaksanakan dengan lancar dan berjaya. Pada saya, memang benar tidak dapat dinafikan yang kelancaran agenda pembangunan dan pemodenan Johor turut disumbangkan oleh keupayaan pentadbiran negeri mendapat perkenan dan sentiasa saling bekerjasama dengan pihak Istana.

Pertama; keserasian begini bukan sahaja memudahkan urusan pentadbiran, sebaliknya membolehkan segala ikhtiar dan masa difokuskan kepada program-program pembangunan dan kesejahteraan rakyat, khususnya yang telah digariskan dalam pembentangan Bajet 2015 yang lalu.

Kedua; dalam memeta pembangunan negeri Johor, pentadbiran negeri dan istana sering berfikiran terbuka dalam memastikan agar keputusan yang diambil adalah yang terbaik kepada rakyat. Saranan, cadangan dan teguran daripada pihak istana sering diambil sebagai panduan dalam memperbaiki sebarang kelemahan yang terdapat dalam himpunan rencana pembangunan kita.

Pada saya, ini adalah sesuatu yang amat positif dan saya amat berharap hubungan baik ini dapat diperkukuh dan dikekalkan.

Daripada kaca mata Datuk Seri yang sudah mengenali baginda seawal di bangku persekolahan dan sebagai Menteri Besar, bagaimana perwatakan dan peribadi DYMM Sultan ?

MOHAMED KHALED: Saya tidak rasa yang saya berada dalam kedudukan terbaik untuk bercakap tentang perkara ini. Sebenarnya, ketika di bangku sekolah kami tidak terlalu rapat. Ketika itu saya tahu DYMM Tuanku merupakan anak DYMM Sultan Johor manakala saya pula ialah anak kepada pekerja di Istana. Jadi, wujud sedikit jurang kerana saya secara peribadi amat menghormati baginda.

Namun kemudian, sebagai menteri besar, saya berpeluang berkhidmat kepada baginda. Saya boleh katakan bahawa DYMM Tuanku Sultan adalah seorang raja yang sangat budiman dan mempunyai pandangan jauh.Keutamaan baginda ialah Johor dan rakyatnya. Itu saya berani jamin. Baginda merupakan sultan yang sangat mengambil berat tentang kemaslahatan rakyat Johor.

Saya sering ditanyakan tentang keadaan rakyat jelata dan baginda selalu memandang serius perkara ini. Kerana itulah, dalam menyokong wawasan baginda melihat Johor muncul sebagai negeri paling maju, moden, bersih, bersatu padu dan berdaya saing daripada segi ekonomi, pembangunan manusia, pemeliharaan adat dan budaya serta kecanggihan prasaranan dan infrastruktur di Malaysia, tidak ada yang lebih bermakna bagi saya selaku menteri besar selain bekerja keras bersama-sama dengan baginda merealisasikan agenda murni ini agar berjaya dan berkesan.

Apakah harapan Datuk Seri selepas selesai istiadat kemahkotaan dan sambutanya nanti?

MOHAMED KHALED: Seperti yang saya jelaskan, hubungan baik antara kerajaan negeri dengan istana seperti sekarang amat penting. Harapan saya, DYMM Tuanku akan terus diberkati oleh Allah SWT bersemayam di atas takhta Kerajaan Johor dengan penuh keberkataan dan kesejahteraan. Semoga segala yang dirancang dan disusun oleh kerajaan negeri demi kemaslahatan seluruh rakyat jelata mendapat keredaan Allah SWT dan dipermudahkan pelaksanaannya.

Saya percaya, kemajuan dan kemodenan Johor akan turut menjadi tamsilan dan bukti kebijaksaan pentadiran negeri ini sama ada di pihak jentera negeri mahupun istana. Jesteru, saya mengambil kesempatan ini agar seusai sahaja istiadat kemahkotaan nanti, seluruh rakyat Johor akan lebih bersemangat dalam memberikan yang terbaik buat negeri Johor. Inilah masa untuk kita sama-sama berbakti dan menzahirkan kesetiaan kepada institusi beraja dan negeri ini.

Apa pesanan Datuk Seri kepada rakyat Johor sempena istiadat kemahkotaan ini.

MOHAMED KHALED: Kepada seluruh rakyat Johor, marilah bersama-sama menjadi sebahagian daripada detik bersejarah istiadat kemahkotaan yang akan diadakan pada 23 Mac ini.

Sama-sama kita doakan agar istiadat bersejarah ini nanti berlangsung dengan jayanya, penuh gilang gemilang, lancar dan diberkati seperti yang telah dirancang.

Lebih penting, saya harap rakyat Johor akan berbangga dengan istiadat ini yang merupakan suatu petunjuk besar sejarah panjang dan unik negeri ini. Perkara ini adalah warisan yang mendefinisikan citra dan budaya masyarakat Johor dan kita harus berbangga dengannya. Negeri ini bukan sahaja bersultan dan berdaulat.

Ia harus kekal bersultan dan berdaulat, Insya-Allah.


Waris Dinasti Temenggong

SUASANA bandar raya Johor Bahru kini diseri dan diceriakan dengan poster "Daulat Tuanku" dan bendera negeri serta disimbahi dengan lampu berwarna-warni pada waktu malam, memeriahkan lagi sambutan Istiadat Kemahkotaan Sultan Johor yang akan berlangsung esok.

Mungkin ramai yang ingin mengenali secara dekat salasilah keturunan Sultan Ibrahim Sultan Iskandar. Baginda yang diputerakan pada 22 November 1958 merupakan waris kelima kerajaan Johor moden daripada Dinasti Temenggong.

Sebenarnya sejarah awal Johor bermula pada tahun 1528 apabila Sultan Alauddin Riayat Shah daripada keturunan Kesultanan Melaka membuka negeri ini dan bertapak di Johor Lama. Kesultanan itu memerintah Johor hingga tahun 1699, iaitu tarikh kemangkatan Sultan Mahmood yang dikatakan dibunuh oleh Megat Seri Rama (Laksamana Bintan).

Sultan Mahmood tidak mempunyai waris yang sah dan oleh itu pengurusan dan pentadbiran Johor berpindah kepada Dinasti Bendahara, iaitu menteri-menteri yang membantu Dinasti Kesultanan Melaka. Oleh sebab peperangan dan bagi mengekalkan kuasa perdagangan, ibu negeri Johor telah berpindah sebanyak 20 kali di sepanjang Sungai Johor, termasuk pada akhirnya di Kepulauan Riau.

Dalam tahun 1769 Sultan Mahmood III diangkat sebagai Sultan Johor Riau. Baginda melantik Temenggong Abdul Hamid sebagai Temenggong Johor yang turut diiktiraf oleh penjajah Inggeris dan turut mengiktiraf Temenggong Abdul Rahman Ibni Temenggong Abdul Hamid sebagai Temenggong Johor-Singapura.

Pelantikan itu merupakan titik permulaan Dinasti Temenggong memerintah Johor. Penjajah Inggeris seterusnya melantik Sultan Husain, anakanda Sultan Mahmood sebagai Sultan Johor-Singapura pada 1819.

Anakanda Temenggong Abdul Rahman, iaitu Temenggong Daeng Ibrahim dilantik Temenggong Johor selepas kemangkatan ayahanda baginda pada 1825. Pelantikan baginda disahkan 14 tahun selepas kemangkatan ayahanda disebabkan keengganan Inggeris dan keraguan Sultan Husain. Pada 10 Mac 1855 Sultan Johor, iaitu Sultan Ali Iskandar Shah telah menyerahkan keseluruhan kerajaan dan negeri Johor melainkan jajahan Kesang kepada Temenggong Ibrahim menerusi satu perjanjian, dan kemangkatan Sultan Ali pada 20 Jun 1877 menandakan tamat pemerintahan Dinasti Bendahara.

Setelah memiliki ketuanan Johor, Temenggong Daeng Ibrahim membuka Bandar Iskandar Puteri di Tanjong Puteri pada tahun 1855. Bermula dari tarikh itu, zahirlah pentadbiran Kesultanan Johor Moden diasaskan oleh Temenggong Daeng Ibrahim sehingga kemangkatan baginda pada 31 Januari 1862.

Hasrat Inggeris ingin menjadikan Johor sebagai kawasan pedalaman yang banyak membantu pertumbuhan Singapura sebagai pusat perdagangan antarabangsa telah membolehkan Temenggong Ibrahim menjadikan Johor sebagai pusat pengeluaran lada hitam dan gambir melalui Sistem Kangchu Cina dan Sistem Buruh Kontrak Jawa.

Kepesatan kemajuan negeri Johor yang dirintis oleh baginda terus diperkasa dan diperkukuhkan oleh anakanda baginda, Sultan Abu Bakar yang memerintah dari tahun 1862 hingga 1895 termasuk menukar nama bandar Iskandar Puteri kepada Johor Bahru dan turut mereka semula bendera negeri dan bendera peribadi pada 1871.

Menerusi Perjanjian Setia pada 1885, baginda yang memakai gelaran "Maharaja" dan waris-waris baginda diiktiraf oleh Inggeris dan memakai gelaran Sultan Johor. Berikutan perjanjian tersebut Sultan Abu Bakar turut menubuhkan Askar Timbalan Setia Negeri Johor. Bandar Johor Bahru dan negeri Johor terus dimajukan dan Sultan Abu Bakar dan turut melantik Datuk Jaafar Muhammad sebagai Menteri Besar Johor pertama. Legasi Kesultanan Johor diteruskan oleh Sultan Ibrahim pada 7 September 1895 berikutan kemangkatan ayahanda baginda, Sultan Abu Bakar. Baginda yang diputerakan pada 17 September 1873 memang telah diasuh dan dipimpin sejak kecil sebagai bakal raja termasuk didedahkan dengan dunia luar dengan melawat beberapa negara seperti Eropah, Jepun, China dan Amerika Syarikat.

Semasa pemerintah baginda, jalan kereta api merentasi negeri Johor dapat disiapkan pada 1908 dan Tambak Johor yang menghubungkan Johor Bahru-Singapura berjaya disiap pada tahun 1924. Selain itu, baginda amat mengambil berat hal pendidikan dengan menitahkan pelajaran wajib diberikan kepada semua kanak-kanak menerusi penggubalan Enakmen Pelajaran Wajib 1902.

Baginda yang mangkat pada 8 Mei 1959 kemudian digantikan oleh anakanda baginda, Sultan Ismail yang diputerakan pada 28 Oktober 1894 dan baginda sentiasa memberi perhatian kepada pembangunan negeri, termasuk mengilhamkan Penubuhan Perbadanan Pembangunan Ekonomi Negeri Johor (PKENJ), Lembaga Kemajuan Johor Tenggara (Kejora), Projek Johor Barat, Lembaga Kemajuan Tanah Persekutuan (Felda), Lembaga Penyatuan dan Pemulihan Tanah Persekutuan (Felcra) dan Pelabuhan Pasir Gudang.

Selepas kemangkatan Sultan Ismail pada 10 Mei 1981, Kesultanan Johor diteruskan oleh Sultan Iskandar yang diputerakan pada 8 April 1932. Di bawah naungan baginda, Johor terus maju serta pelbagai pembangunan prasarana, perumahan, ekonomi, pelajaran dilaksanakan termasuk agama Islam berkembang dengan pesat. Malah, koridor ekonomi yang pesat membangun di negeri ini, Iskandar Malaysia dan pusat pentadbiran baharu kerajaan negeri dikenali sebagai Kota Iskandar di Nusajaya telah dirasmikan oleh baginda pada 16 April 2009. Kepesatan pembangunan negeri Johor kemu­dian diteruskan oleh anakanda baginda, Sultan Ibrahim yang dimasyhurkan pada 23 Januari 2010.

Nyata di bawah naungan baginda, Johor semakin pesat membangun, sekali gus meningkatkan taraf hidup dan esejahteraan rakyat jelata. Baginda amat terkenal sebagai Sultan yang berjiwa rakyat dan telah mengilhamkan program Kembara Mahkota Johor (KMJ) sejak 2001 dengan menjelajah ke seluruh pelosok negeri untuk mendekati dan menyelami kehidupan rakyat jelata.

Wawancara khas bersama Sultan Ibrahim Ibni Sultan Iskandar: SAYA BUKAN PENIAGA - Berita Harian (22 Mac 2015)

SEMPENA Kemahkotaan Sultan Johor Sultan Ibrahim Iskandar esok, akhbar kumpulan The New Straits Times Press (NSTP) diberi kesempatan menemubual baginda. Pelbagai soalan dikemukakan, termasuk beberapa isu di Johor. Antaranya projek pembangunan Resort City yang dikatakan menjejaskan alam sekitar dan bantahan penduduk.

Ketika kesibukan persiapan upacara Kemahkotaan, Sultan Ibrahim, bukan saja meluangkan masa hampir dua jam di Istana Bukit Serene, Johor Bahru bersama wakil NSTP, malah berterus terang menjawab pelbagai soalan, termasuk dakwaan kononnya baginda aktif sebagai ahli perniagaan.

Sejurus selesai sesi temu bual, Sultan Ibrahim mengajak kami menikmati makan tengahari bersama walaupun isteri baginda, Raja Zarith Sofiah Sultan Idris mengajak baginda melawat anakanda mereka, Tunku Abdul Jalil yang dimasukkan ke hospital kerana gering pada malam sebelum itu. Ikuti temu bual wakil NSTP, Datuk Jalil Abdul Hamid, Ahmad Zaini Kamaruzzaman, Minarni Mat Saad dan Junita Mat Rashid.

Soalan (S): Ramai yang bercakap Tuanku aktif dalam perniagaan. Apa Komen Tuanku?

Sultan Ibrahim (SI): Saya tak buat bisnes macam orang lain buat buat bisnes. Saya tak pergi ke pejabat. Saya tak mengendalikan mesyuarat. Saya tak ada mesyuarat agung (AGM). Saya ada orang kerja untuk saya, tetapi saya tahu apa bisnes saya, tetapi bukan uruskan perniagaan setiap hari. Nampak pelik jika saya duduk di pejabat dan adakan mesyuarat. Jadi saya hanya bagi arahan, serahkan kepada orang lain buat apa yang perlu. Adakah salah saya beli saham? Saya tanya awak, salahkah jika saya beli saham. Tidak salah jika saya beli saham. Sebagai contoh, Redtone, adakah saya duduk dalam lembaga pengarah. Tidak. Saya beli saham ketika keadaan (harga) baik, jika saya fikir boleh untung, saya jual saham itu. Pada saya, ia tak salah. Saya beli Berjaya Times Square sebab saya dapat pulangan daripada pelaburan. Bank adalah penjaga pelaburan saya. Jika pelaburan tidak menguntungkan, mereka akan nasihat saya tidak melabur. Saya lihat potensi... bila nampak potensi saya rebut peluang itu. Perniagaan saya... saya tak tender untuk hidroelektrik, pembinaan lapangan terbang, bina jalan... semua yang perlu campur tangan dengan orang lain.

S: Bagaimana dengan projek Forest City?

SI: Ini idea saya. Saya yang bawa Forest City masuk... mereka lihat dan mereka suka lokasi dan idea. Ia strategik. Mereka yakin dengan kerajaan saya. Mereka selesa di sini. Salahkah mereka melabur? Sekali lagi saya tanya... adakah ia salah? Gila jika bagi tahu mereka jangan melabur di sini. Ia bagi manfaat kepada peruncit, peluang pekerjaan, cukai pintu kepada kerajaan, pengangkutan awam. Orang ramai perlu rebut peluang ini. Anda tak rebut orang lain yang akan rebut.


Projek Forest City

S: Bagaimana dengan potensi limpahan daripada projek ini. Adakah ia besar?
SI: Ia sangat besar. Saya nasihatkan anda pergi ke pejabat Forest City. Mereka akan bagi taklimat dan maklumat mengenai projek itu. Saya pun tak pernah pergi dan tak tahu di mana pejabatnya... tapi (potensi) sangat besar .

S: Bolehkah kita kata Tuanku bukan ahli perniagaan sebenar seperti peniaga lain?

SI: Bukan, saya bukan seperti ahli perniagaan biasa. Saya beli saham... saya jual saham tetapi saya bukan remisier. Saya kaji mengenai saham. Saya rebut yang baik dan ada potensi. Sebagai contoh, Tanjung Puteri... saya bawa projek R&F. Ada orang nak Tanjung Puteri percuma. Nak guna untuk suntik dana sebuah syarikat besar di bursa saham. Penilaian dibuat untuk Tanjung Puteri. Saya masuk dan bayar kepada kerajaan, melebihi harga pasaran yang kerajaan tidak mampu tolak (kerana harga yang tinggi). Selepas itu saya buat usaha sama. Saya tak ambil percuma. Saya nak bagi wang pada kerajaan, itulah sebab saya bayar.

S: Berapa harga yang diminta oleh kerajaan?

SI: Jika berdasarkan harga ketika itu, ia tak banyak. Tak sampai pun seratus juta lebih.



S: Tuanku bayar dua kali ganda?

SI: Sila tulis saya senyum ketika jawab soalan ini. Ya... memang.

S: Ini kerana Tuanku mahu wang itu kembali kepada rakyat?

SI: Apabila angkanya menjadi RM4.5 bilion. Biar saya jelaskan bagaimana angka ini diperoleh. Saya memiliki 30 peratus kepentingan dalam syarikat. Syarikat mempunyai nilai pembangunan kasar (GDV) RM100 bilion. Dalam kebiasaan industri, anda sekurang-kurangnya boleh menjana pulangan antara 20 hingga 25 peratus. Jadi kiraan asasnya, 30 peratus (kepentingan) daripada 20 peratus (pulangan) berjumlah RM6 bilion. Itulah keuntungannya, dalam tempoh 10 tahun jika dilihat daripada GDV. Bagaimanapun, saya tidak mahu menunggu selama 10 tahun.

Adakah saya boleh mengetahui pasaran akan menjadi lemah? Saya tidak tahu. Apa akan terjadi jika syarikat usaha sama itu mula membuat pelarasan angka. Pada akhirnya anda tahu keuntungan boleh dilaraskan. Saya tidak mahu mengambil risiko. Bayar saya pendahuluan keuntungan dan saya akan beri diskaun RM1.5 bilion. Dari situlah angka RM4.5 bilion diperoleh. Saya tidak menjual, tetapi mengambil pendahuluan keuntungan. Fahami itu dengan betul. Kemudian, semua orang berfikir inilah cara di Johor. Salah... mereka salah. Anda tidak boleh menilai RM900 untuk setiap kaki persegi. Sekarang, adakah terdapat sebarang kesalahan dalam apa yang saya lakukan? Saya tidak melobi anda, tidak melobi sesiapa. Siapakah yang saya lobi? Tiada siapa. Malah, pergi ke kementerian pun tidak.

S: Ramai yang tidak mengetahui Tuanku bagi semula wang kepada kerajaan bagi digunakan untuk pembangunan negeri?
SI: Saya bagi kepada kerajaan RM845 juta. Tidak ada yang cakap mengenainya. Premium dan harga tanah pergi kepada kerajaan. Kenapa kerajaan saya sekarang mendapat lebihan (Bajet)? Akan datang lebih banyak. Ada datang dari China jumpa saya mereka nak bawa syarikat Alibaba Group (syarikat e-dagang dari China milik Jack Ma, salah seorang terkaya di negara itu) ke Johor dan negeri ini akan jadi pengedar utama untuk Asia Pasifik. Apa yang anda fikir? Saya akan ada pejabat di Pasir Gudang? (ketawa). Saya cakap begini dan inilah cara saya.

S: Bagaimana pula dengan Johor Premium Outlets (JPO) ?

SI: Kita tak bawa masuk (produk) macam JPO. Kita akan jadi hab teknologi. Hab teknologi berurusan tanpa peruncit macam JPO. Semua barangan premium. Mereka ada pusat sendiri. Mereka lebih baik daripada Amazon.com. Fahami betul-betul cara saya berniaga... bukan seperti yang orang lain kata (kononnya) Sultan orang berniaga.. buat bisnes. Mereka iri hati.



S: Kenapa perlu tambak tanah untuk bangunkan Forest City. Ada banyak tanah di Johor. Apa alasan utama menambak laut?

SI: Lebih mudah tambak untuk pembangunan. Di darat kita perlukan pengambilan tanah. Kawasan tanah baru lebih mudah untuk perancangan. Jajaran (pembinaan) jalan semua mudah. Jika daratan tidak banyak kawasan yang dikelilingi air.

S: Tuanku, tetapi timbul isu alam sekitar?

SI: Ramai yang iri hati. Ia dipolitikkan... mereka dengki. Mereka hanya mahu menyukarkan kita. Pemaju lain buat satu lapisan, tetapi Forest City buat tiga lapisan. Mereka juga patuh pada peraturan tak kira berapa kos walaupun sehingga tiga kali ganda.

A coronation steeped in Islamic, Malay traditions

HIS Highness Sultan Ibrahim Ibni Almarhum Sultan Iskandar takes a personal interest in ensuring that his coronation ceremony will be exclusive and a success.

He wants the historic event to be cherished and remembered by his people as an appreciation of the initiatives of Abu Bakar, the Father of Modern Johor. He decreed the rituals and traditions as practised during the coronation of Johor sultans to be emulated, if not, improved. He makes personal inspections and is meticulous on details of the renovations at Istana Besar and Istana Bukit Serene, and the refurbishment of the Throne Room, spending hours at the venues.

Plans for the dais of the thrones, specifications for the extension of the throne room and other chambers, and the layouts of guest seats were presented for his approval. Special chairs for the Rulers were purpose built. He tested each chair for comfort, adjusting their height, design, colour and upholstery. He designed a purpose-built circular dining table for 38 guests so that they will have an unobtrusive view and can speak to each other during dinner. The design and material of the drapes and curtains, and of the plush carpets, were specially chosen, adding an air of magnificence and exclusivity.

He commissioned an exclusively-designed dinner service consisting of fine bone china in turquoise with a stylised design of pepper and gambier encrusted in gold. Each piece of the sterling silver cutlery acquired from Italy is etched with the royal cipher “S.I.” for Sultan Ibrahim. So, too, are the crystal drinking glasses and goblets. Silver plates imported from London used as under liners are engraved “Ibrahim II” in Jawi. The personalised fine linen from Vienna, Austria, is silver thread embroidered, also in the pepper and gambier motif.

Her Highness Raja Zarith Sofiah added feminine touches to the event. She was personally involved in the design of her coronation attire, and attire of the ladies-in-waiting, the penjawat peterana (maids of honour), page-boys and page-girls. She chose 14 young girls as penjawat peterana for the royal bathing ceremony. The girls, dressed in off-white baju kurung Telok Belanga with beige songket sarung and matching off-white tudung, were daughters of ranking officers of the Johor Civil Service. A yellow silk kain tetampan was worn on the right shoulder.

The coronation regalia, a group of valuable and symbolic pieces are kept secure at the vaults of the Bank Negara branch in Johor Baru. The regalia consists of the magnificent state crown commissioned by Abu Bakar in 1885 after being recognised as Sultan of Johor by the British. The oriental crown, by Crown Jewellers J. W. Benson of London, is based on England’s King Edward’s crown, but the emblems of Christianity were replaced with crescents and five-pointed stars depicting Islam. The crown is encrusted with diamonds and precious stones. It is surmounted with the words Allah and Muhammad in the Jawi script. The diadem, first made together with the crown, was redesigned in 1922 to include diamonds encrusted on platinum.

Abu Bakar had buttons, epaulettes and gorgets for his coronation uniform in gold and silver. A silver aigrette with diamond pendants, various designs and shape of rings surmounted with precious stones were made at his request. The United States ambassador wrote in 1886 that the string of diamonds and precious stones worn by Abu Bakar at his coronation was valued at US$10 million (RM35 million). Abu Bakar commissioned a pair of bracelets, a diamond tiara, diamond studded ear rings, and rings, including a marquis cut yellow diamond ring and necklaces, for his consort.

Taking a page from European royal formal attire, Abu Bakar had a robe made for his coronation. The sword used during his coronation was a present from Queen Victoria in 1866. The crown jewels and regalia have been used for the coronation of Sultan Ibrahim in 1895 and Sultan Ismail in 1960. They will be used for the coronation of HRH Sultan Ibrahim.

The coronation is an amalgamation of Malay tradition and rituals, Islamic practices and Western culture. The celebrations will be conducted in connected phases, the prayers an Islamic practice, the bathing ritual a Malay tradition, the oath, the coronation, the levee and homage, which are Western adaptations. The royal procession in the city following the coronation and the royal tour of districts that follow complete the hectic programme. A day prior to the coronation, and in keeping with royal family traditions, His Highness will pay his respects and offer prayers to his ancestors interred in the Royal Mausoleum at Mahmoodiah and at Telok Belanga in Singapore.

The Istiadat Meletak Kerja (initiation of duties ceremony), a revival of an old tradition, was held on March 16 to mark the commencement of the celebrations. The tradition saw the State ceremonial flag that was designed by Abu Bakar in 1871 hoisted at Bukit Timbalan, the hill on which the State Secretariat, the seat of government, is located.

The last time the flag was raised there was to mark the beginning of the wedding celebrations of Sultan Ibrahim’s third and youngest son, Tunku Temenggong Ahmad, in 1922. For His Highness Sultan Ibrahim’s coronation, the ceremonial flag will be raised at the Johor Monument at the Royal Botanical Gardens of the Istana Besar. The simple ceremony will start with a proclamation by the Dato’ Penghulu Istiadat (Grand Master of Ceremonies), followed by a short prayer by the mufti. A 7-gun salute will accompany the raising of the flag hoisted by men of the Johor Military Forces. The flag will be flown until the official conclusion of the celebrations, when it will be lowered accompanied with a 3-gun salute.

During the coronation of Sultan Ismail, the menteri besar presented the Sword of State to His Royal Highness. The handsome bejewelled sword was a gift from the Johor government in 1935 to mark the 40th year of Sultan Sir Ibrahim’s reign. With royal assent, a change has been made for HRH Sultan Ibrahim’s coronation. The Johor government will present a sword to Sultan Ibrahim at a separate ceremony a week before the coronation. Made of the finest sword steel by a London firm, the sword has a ivory hilt with exquisite gold floral design incorporating replicas of the crown and the sultan’s monogram.

The scabbard has a matching ornate floral design embodying the crescent and nine-pointed star, replicas of the Johor coat-of-arms, Family Order and the Order of the Crown, and the Order of Sultan Ibrahim all set in diamonds and precious stones.

A bathing ritual (istiadat siram tabal) believed to cleanse the body and soul, and to ward off misfortunes, is held the next afternoon. There was a belief the ritual is adopted from the Hindu rites of cleansing of body and spirit.

However, a fatwa issued by the Johor mufti on Nov 27, 2013, confirmed the ritual was not associated with any culture. The edict clarified that Islam encourages bathing for personal hygiene and to cleanse oneself before the performance of daily chores. An obligatory bathing is performed after intimacy to cleanse oneself, failing which prayers will not be valid.

The edict advised that as the bathing ritual is part of a Malay tradition and did not in any way influence or affect Islamic beliefs, the ceremony may be held. The ritual will be held at a nine-tier octagonal pavilion (panca persada) at Bukit Bintang within the Royal Botanical Gardens. Nine is the highest cardinal number, symbolic of leadership. The pavilion is topped by a replica of the crown.

Abu Bakar was crowned alone as Maharani Fatimah did not wish to be crowned. The bathing ceremony was held for him alone. However, he bestowed the title Sultanah on Fatimah and had it engraved on all her personal effects and dinner service. Sultanah Khatijah, the other consort of Abu Bakar, was crowned alone at Istana Zahrah, witnessed only by lady guests.

A bathing ceremony was held for Sultan Sir Ibrahim and his consort, Tunku Ampuan Maimunah, a day prior to their coronation on Nov 2, 1895. Sultan Ibrahim’s later consort, Sultanah Rugayah, was crowned alone during the twin wedding ceremony of Tunku Mahkota Tunku (later Sultan) Ismail and Tunku Aris Bendahara Abu Bakar on Aug 30, 1920.

Sultan Abu Bakar stayed in Telok Belanga and moved to Johor Baru in 1878 and resided at Istana Zahrah located within the Istana Besar gardens. Sultan Ibrahim resided at Istana Persemayaman located next to the Istana Besar. As such, the bathing ceremony for Abu Bakar and Ibrahim, respectively, was held in the grounds of the nearby Istana Besar. The bathing ceremony for Sultan Ismail and his consort, Sultanah Aminah, was witnessed by family members and was held at Istana Bukit Serene a day prior to their coronation. Istana Bukit Serene, the official residential palace of the sultan of Johor, was built in 1935.

Sultan Ibrahim will don the traditional baju Melayu Telok Belanga for the bathing ritual. Her Highness Raja Zarith has chosen a beige taffeta baju kurung. Male Malay guests are required to put on the black baju Melayu Telok Belanga with black songket in the style of berdagang luar.

The Royal Bathing ceremony

JOHOR BARU: Sultan Ibrahim Sultan Iskandar and his consort Raja Zarith Sofiah Sultan Idris Shah attended the Siram Tabal (royal bath) ceremony held at Istana Besar at 3pm today.

The ceremony is a symbolic event carried out before the coronation ceremony to be held at Bukit Bintang compound at Istana Besar on Monday.

Basically, the ceremony is held to ward off bad luck and misfortunes from the Sultan and his family and ensure everything will be smooth during his reign.

The royal couple both sat on a blue dais placed on top of a seven-step staircase called Panca Persada.

The water used for the royal bath is taken from ten rivers in Johor to symbolise the ten districts in the state.

Sultan Ibrahim's eldest sister Tunku Kamariah performed the royal bath ceremony.

Also present to witness the ceremony were the Tunku Mahkota Johor Tunku Ismail Idris, his wife Che Puan Khaleeda Bustamam, Tunku Puteri Tun Aminah, Tunku Temenggong Johor Tengku Idris Iskandar, Tunku Panglima Johor Tunku Abdul Rahman and Tunku Putera Johor Tunku Abu Bakar.

JOHOR BAHARU, 21 Mac (Bernama) -- Sultan Johor Sultan Ibrahim Sultan Iskandar dan Raja Zarith Sofiah Sultan Idris Shah hari ini menjalani Istiadat Siram Tabal di perkarangan Bukit Bintang, Istana Besar, di sini.

Baginda berdua berangkat ke istiadat itu pada 3.30 petang sebelum naik ke Panca Persada tempat bersiram diadakan.

Sultan Ibrahim yang memakai baju Melayu teluk belanga berwarna putih dan Raja Zarith Sofiah yang memakai baju kurung teluk belanga berwarna yang sama, bersemayam di peterana di Panca Persada setinggi sembilan tingkat.

Istiadat dimulakan dengan doa oleh Mufti Johor Datuk Tahrir Samsudin dan kemudiannya disusuli istiadat menepung tawar ke atas Sultan Ibrahim dan Raja Zarith Sofiah oleh bonda Sultan Ibrahim, Enche' Besar Hajah Khalsom Abdullah.

Enche' Besar Hajah Khalsom diiringi kekanda dan adinda Sultan Ibrahim, Tunku Puteri Johor Tunku Kamariah Sultan Iskandar dan Tunku Besar Zabedah Sultan Iskandar.

Selesai Istiadat Tepung Tawar, Istiadat Siram Tabal terhadap Sultan Ibrahim dan Raja Zarith Sofiah kemudian disempurnakan Tunku Kamariah dengan menyiram air yang diambil dari 10 sungai di 10 daerah di negeri ini menggunakan batil (gayung).

Ketika istiadat berlangsung, kelihatan 19 wanita yang memegang ceper (dulang) dan batil, sembilan wanita pemegang kain tabir dan empat kerabat diraja terdekat yang membantu menjalankan istiadat itu.

Istiadat itu selesai dengan bacaan doa oleh Tahrir.

Sultan Ibrahim dan Raja Zarith Sofiah kemudian berangkat meninggalkan majlis istiadat pada kira-kira 4.00 petang.

Turut berangkat menyaksikan istiadat itu, Tunku Mahkota Johor Tunku Ismail Sultan Ibrahim dan Che' Puan Khaleeda Bustamam, para anakanda dan kerabat diraja lain.

Turut hadir, Yang Dipertua Jumaah Majlis Diraja Johor Datuk Abdul Rahim Ramli, Menteri Besar Johor Datuk Seri Mohamed Khaled Nordin dan isteri Datin Seri Rosni Omar, barisan exco kerajaan negeri dan pegawai-pegawai kerajaan.

Istiadat Siram Tabal atau biasanya disebut istiadat raja bersiram dijalankan mengikut tradisi dan menjadi simbolik pembersihan diri serta jiwa sebelum Sultan memulakan tugas.

Istiadat Kemahkotaan Sultan Ibrahim sebagai Sultan Johor kelima dalam sejarah Johor Moden akan berlangsung Isnin ini di Istana Besar, di sini.
